Initial Assessment Firm in Bangladesh

Last updated:

An initial assessment firm in Bangladesh carries out the first, mainly visual safety inspection of a factory building across structure, electrical installations and fire safety. It identifies urgent hazards, ranks every other finding by priority and decides whether a Detailed Engineering Assessment (DEA) is needed. Veritas carries out initial assessments as a DIFE-enlisted engineering firm.

Part of our Safety Assessment & Audit Services.

When a factory joins a buyer safety programme, moves into a rented building, adds floors or simply has never been checked, the owner needs a fast, reliable picture of how safe the building is. A full engineering study of every building would be slow and expensive, and in most cases unnecessary. The initial assessment exists to answer one question quickly: where are the serious risks, and which of them need deeper investigation?

Our initial assessment is broader than a single-discipline audit. One visit covers structural, electrical and fire safety together, and the findings feed into the deeper Detailed Engineering Assessment (DEA) and the specialist structural, electrical and fire safety assessments where they are needed.

What Is an Initial Assessment of a Factory Building?

An initial assessment, also called a preliminary assessment, is a mainly visual, non-destructive inspection by qualified engineers. The team walks every floor, roof and service area, checks the documents that exist, and records anything that could affect the safety of the people inside. Spot checks with simple instruments may be used, but there is no structural modelling or extensive material testing at this stage.

The value of the initial assessment is triage. It separates the small number of findings that need action today from those that can be planned, and it identifies the buildings that need a closer engineering look. That keeps time and money focused where the risk actually is.

Who Needs an Initial Safety Audit Firm in Bangladesh?

Owners usually call an initial safety audit firm in Bangladesh in one of these situations:

  • A factory is joining a buyer, brand or industry safety programme that requires a baseline assessment.
  • DIFE or a buyer has asked for evidence that the building is safe to occupy.
  • A company is about to rent or buy a building and wants to know its condition before moving in.
  • Floors have been added, machinery has been changed or the use of the building has changed.
  • The building shows cracks, sagging, water damage or electrical problems that worry staff.
  • Insurers or lenders want an independent view of building safety.

What Does the Initial Assessment Cover?

The inspection is organised around the three disciplines that together account for most serious building incidents.

Structural

  • Column, beam and slab condition, including cracking, spalling and exposed or corroded reinforcement.
  • Signs of overstress, such as diagonal cracks, deflection or crushing.
  • Floor loading: stored goods, machinery, water tanks and generators against the likely design use.
  • Unauthorised alterations, extra storeys and openings cut in slabs or walls.
  • Availability and reliability of approved structural drawings.

Electrical

  • Substation, transformer and generator areas, including housekeeping and access.
  • Main switchgear and distribution boards: covers, labelling, overheating signs and protection devices.
  • Cable routing, containment and signs of damage or improvised connections.
  • Earthing and lightning protection visible on site.
  • Single-line diagram availability and match with the installation.

Fire

  • Means of escape: number, width and travel distance to exits, stair enclosures and exit doors.
  • Fire separation of stairs, boiler rooms, generator rooms and storage areas.
  • Fire alarm and detection coverage and visible condition.
  • Hydrant, hose reel, sprinkler and extinguisher provision.
  • Storage of flammable materials, chemicals and waste.

How Is an Initial Assessment Carried Out?

  1. Agree scope: buildings, floors, disciplines and the protocol or buyer standard to be followed.
  2. Collect available documents: approved drawings, structural design, single-line diagram, fire licence and previous reports.
  3. Opening meeting with management to explain the process and identify areas with known problems.
  4. Floor-by-floor visual inspection of structure, electrical installations and fire safety, with photographs and measurements.
  5. Spot checks where useful, such as crack width, rebound hammer readings or thermal imaging of boards.
  6. Same-day briefing on any urgent hazard with recommended immediate measures.
  7. Triage of all findings by severity and a decision on whether a DEA or specialist testing is needed.
  8. Issue of the signed initial assessment report and corrective action list.

How Are Findings Prioritised?

Each finding is placed into a priority band so the factory can plan its response:

  • Immediate: a hazard to life that needs action before normal operation continues, such as a severely overloaded floor or a locked exit.
  • High priority: serious deficiencies that must be corrected within a short agreed period, such as missing fire separation or unprotected electrical circuits.
  • Planned: items that need correction as part of a scheduled corrective action plan.
  • Further investigation: items that cannot be judged visually and need a DEA, testing or design review.

What Triggers a Detailed Engineering Assessment (DEA)?

The initial assessment recommends a DEA when the structure cannot be confirmed safe by inspection alone. Common triggers are:

  • No approved structural drawings, or drawings that do not match the building.
  • Storeys added beyond the original design, or a change to heavier use.
  • Visible signs of structural distress such as significant cracking, deflection or column damage.
  • Floor loads that appear higher than the likely design load.
  • Doubtful concrete quality or corrosion of reinforcement.

A DEA then uses as-built surveys, core and rebar tests and a structural model to calculate actual capacity. Read more on our Detailed Engineering Assessment page, and see the related core test and rebar scanning services.

What Do You Receive?

  • A signed initial assessment report covering structural, electrical and fire safety.
  • Photographs and locations of every finding, with priority band.
  • A record of immediate hazards raised on site and the measures recommended.
  • A corrective action list ready to enter into your CAP tracker.
  • A clear recommendation on whether a DEA, specialist assessment or testing is required.

Which Standards Apply?

Findings are judged against the Bangladesh National Building Code (BNBC 2020), the fire safety requirements of the Fire Prevention and Extinguishing Act 2003, and the employer duties of the Bangladesh Labour Act 2006 and Labour Rules 2015 enforced by DIFE. Fire findings also refer to NFPA 101 for means of escape, and electrical findings to recognised good practice for installations and earthing. Where the factory works under a buyer or programme protocol, we follow that protocol.

Initial assessments are one part of our wider safety assessment services. Findings are usually tracked through a corrective action plan.

What Does an Initial Assessment Cost in Bangladesh?

We quote per project based on floor area, number of buildings and storeys, disciplines included, any spot testing required and the site location. Because the assessment is mainly visual, it is a cost-effective first step that helps you avoid paying for a full DEA on buildings that do not need one. Send us your building details for a written quotation.

Frequently Asked Questions

What does an initial safety audit firm in Bangladesh inspect?

An initial safety audit firm in Bangladesh inspects the three areas that cause most serious factory incidents. Structurally, it checks columns, beams, slabs, cracks, loading and alterations. Electrically, it checks the substation, switchgear, boards, cabling and earthing. For fire, it checks exits, stairs, doors, alarm and detection, hydrants and separation of hazardous areas. Urgent hazards are reported immediately and the rest are prioritised.

Is an initial assessment enough on its own?

Sometimes. If the building has reliable approved drawings, no significant structural distress and only routine electrical and fire findings, the initial assessment and its corrective action plan may be enough. If the inspection finds signs of overstress, missing design records, unauthorised floors or heavy loads, a Detailed Engineering Assessment (DEA) is recommended to confirm the real structural capacity.

How long does an initial assessment take?

For a typical single factory building, the site inspection is usually completed in one or two days, depending on floor area, number of storeys and access. The report follows once photographs, measurements and any spot tests have been reviewed. Multi-building compounds take longer. Urgent hazards are not held back for the report; they are raised with management on the day.

What happens if an urgent hazard is found during the inspection?

The engineers explain the hazard to the factory management on site and recommend immediate measures. Depending on the case, that may mean removing stored goods from an overloaded floor, restricting access to an area, isolating a dangerous electrical board or clearing a blocked exit. The finding is recorded in the report with photographs so its closure can be verified later.

Is the initial assessment the same as a preliminary assessment?

Yes, the terms are generally used for the same stage. Both describe a mainly visual, non-destructive inspection that screens a building for structural, electrical and fire hazards and decides what deeper work is required. Some programmes use the term preliminary assessment and others initial inspection; the purpose of triage before a DEA is the same.

What does an initial assessment cost in Bangladesh?

The fee depends on total floor area, number of buildings and storeys, whether all three disciplines are included, whether spot tests such as rebound hammer or thermography are added, and the site location. An initial assessment costs much less than a DEA because it is mainly visual. Send us the building details and we will send a written quotation.
